Project description
Construction of a toll road of continuous motion. The Western High-Speed Diameter (ZSD) is one of Russia’s first road infrastructure investment projects achieved within a public-private partnership framework that conforms to the purposes and tasks required for the development of the country’s roads. The ZSD project is a major subproject of “Automobile Infrastructure” which itself is a subproject of the FTSP, “The Modernization of the Transportation System of Russia”. Completing ZSD will play a large role in the city’s development as an important transport center of international significance.
ZSD will create a high-speed highway which will guarantee the efficient transportation of passengers and cargo between the Southern, Central, and Northern regions by bypassing the city’s historical center. The route will connect large business and logistical centers to transport hubs such as the Commercial Sea Port, Pulkovo Airport, and the future river station on Vasilevsky’s Northern Island.
Location
Southern part – 11.50 km from the southern part of city ring road to the border of the Saint-Petersburg trade seaport.
Central part – 8.95 km from the trade seaport along the center to the north of the city.
Northern part – 26.15 km along the northern areas of the city and further to the intersection with the city ring road and E-18 “Scandinavia” motorway.
Project timing
2005-2011. Completion of the first stage of the project is scheduled for 2009.

According to the results of the prequalification selection of the open Bid Procedure for the right to close the Concession Agreement in relation to the Western High-Speed Diameter motorway in St. Peterburg, the bidders are:
